Prose Tax

Definition

Prose Tax is the financial and computational premium paid when meaning is conveyed inefficiently, requiring additional processing to determine intent, relevance, or operational significance.

It represents the hidden operational cost incurred when machines are required to spend resources reconstructing meaning rather than executing against clearly expressed intent.

Within Sovereign Systems, Prose Tax is treated as a measurable architectural cost rather than an unavoidable property of language.

Origin

The term Prose Tax was first formalized as part of the Sovereign Systems Specification by Ken W. Alger in 2026.

Why It Matters

Large language models consume tokens.

Every token consumes:

Many discussions of token efficiency focus exclusively on excessive verbosity. While unnecessary language can create significant overhead, verbosity is only one source of Prose Tax.

Prose Tax can be incurred whenever a system must expend additional effort to determine the author’s intended meaning.

This occurs at both extremes:

Excessive Language

Conversational filler, redundant explanations, pleasantries, formatting conventions, and other low-information content increase the volume of tokens that must be processed without materially improving understanding.

Insufficient Precision

Ambiguous, underspecified, or weakly structured communication forces additional reasoning to reconstruct intent.

When a statement could reasonably support multiple interpretations, humans and machines must spend resources determining which interpretation was intended.

In both cases, the result is the same:

Additional computation is required to recover meaning.

Example: Excessive Language

Consider two equivalent payloads:

Human-Oriented

Hello! I hope you're doing well today.

Could you please review the attached support ticket and determine whether the issue has been resolved? If possible, provide a brief summary of your findings.

Thank you very much.

Machine-Oriented

{
  "task": "review_ticket",
  "ticket_id": "12345",
  "action": "determine_resolution_status",
  "return": "summary"
}

Both communicate the same intent.

The first requires significantly more token processing while providing little additional operational value to the machine.

The difference represents a form of Prose Tax.

Example: Insufficient Precision

Consider two statements:

Ambiguous

I like blue.

Potential interpretations include:

Additional reasoning is required to determine which meaning was intended.

Precise

I prefer Royal Blue (#4169E1).

The ambiguity has been eliminated.

No additional inference is required.

The intended meaning is explicit.

The difference represents another form of Prose Tax.

Relationship to Context Tax

Prose Tax and Context Tax are closely related but distinct.

Prose Tax measures the cost of recovering intended meaning.

Context Tax measures the cost of processing excessive or weakly relevant information.

Reducing Prose Tax often reduces Context Tax, but the two concepts are not interchangeable.

Relationship to Write-Side Custody

Write-Side Custody establishes trust at the moment information enters a system.

Prose Tax addresses a related concern: establishing meaning as close as possible to the point of origin.

Both principles seek to reduce the need for later reconstruction.

In this sense, Prose Tax can be understood as the cost of deferred clarity.

The Sovereign Approach

Sovereign Systems seek to minimize Prose Tax by:

The objective is not to eliminate natural language.

The objective is to reserve natural language for situations where it creates meaningful value while minimizing the computational burden required to recover intent.

Key Principle

A useful heuristic is:

Meaning should be captured explicitly whenever possible rather than reconstructed later through inference.

Every additional word can increase Prose Tax.

Every missing word can increase Prose Tax.

The optimal communication point lies between verbosity and ambiguity.
